Financial Shared Services
The Financial Shared Services (FSS) Centre is located in Killarney, Co. Kerry. It is a division of The Department of Justice and Equality and has in recent years adopted the shared services business model to develop its financial systems and business processes. Its nine Client Organisations are:
- Department of Justice and Equality
- Department of the Taoiseach
- Department of Arts, Heritage and the Gaeltacht
- Garda Síochána
- Irish Prison Service
- Courts Service
- Property Registration Authority
- National Museum of Ireland
- National Library of Ireland
The FSS Centre pays the salaries and wages of approximately 25,000 employees and it processes 9,500 monthly pensions. In 2012 the FSS paid almost 490,000 invoices, staff expenses and criminal legal aid fees on behalf of its Client Organisations amounting to €2.6 billion approximately. Other services include, general ledger maintenance, financial accounting and reporting, financial systems support and development, pension administration and customer helpdesk. There are 178 full-time equivalent posts in the FSS Centre.
Service Level Agreements
The FSS Centre has agreed and signed service level agreements (SLAs) with most of its Client Organisations that define the scope and standards for the financial services delivered by the FSS. Monthly performance reports are issued based on key performance indicators in the SLA’s and the FSS holds formal annual performance review meetings with its Client Organisations. These SLAs’ are reviewed from time to time to ensure that our Client Organisations continue to receive a high quality service. In addition, the performance management system is augmented by conducting regular surveys of service delivery satisfaction levels within Client Organisations.
The FSS Centre is prepared to provide similar financial services to other Government departments, offices and agencies having regard to emerging Government policy on shared services and the availability of adequate project resources.
