Financial Shared Services
Client Organisations
The Financial Shared Services (FSS) Centre is located in Killarney, Co. Kerry. It is a division of the Department of Justice, Equality and Law Reform and has in recent years adopted the shared services business model to develop its financial systems and business processes. Its nine Client Organisations are:
• Department of Justice, Equality and Law Reform
• Department of the Taoiseach
• Department of Arts, Sport and Tourism
• Garda Síochána
• Irish Prison Service
• Courts Service
• Property Registration Authority (Land Registry/Registry of Deeds)
• National Museum of Ireland
• National Library of Ireland
Business
The FSS Centre pays the salaries and wages of over 27,000 employees and it processes 7,900 monthly pensions. In 2008 the FSS paid over 422,000 invoices, staff expenses and criminal legal aid fees on behalf of its Client Organisations amounting to €3 billion approximately. Other services include, general ledger maintenance, financial accounting and reporting, financial systems support and development, pension administration and customer helpdesk. There are186 full-time equivalent posts in the FSS Centre.
Service Level Agreements
The FSS Centre has agreed and signed service level agreements (SLAs) with most of its Client Organisations that define the scope and standards for the financial services delivered by the FSS. Monthly performance reports are issued based on key performance indicators in the SLA’s and the FSS holds formal annual performance review meetings with its Client Organisations. The performance management system has been augmented by a recent initiative to survey service delivery satisfaction levels in the Client Organisations.
New Business
The FSS Centre is in a position to provide similar financial services to other Government departments, offices and agencies subject to the negotiation of implementation agreements with interested parties and having regard to emerging Government policy on shared services.
