Client Organisations 

The Financial Shared Services (FSS) Centre which is part of the Department of Justice and Equality is located in Killarney, Co. Kerry.  It has adopted the shared services business model to develop its financial systems and business processes.  Its ten Client Organisations are:
 

  • Department of Justice and Equality

  • Department of the Taoiseach

  • Department of Arts, Heritage and the Gaeltacht 

  • Garda Síochána

  • Irish Prison Service

  • Courts Service

  • Property Registration Authority

  • National Museum of Ireland

  • National Library of Ireland

  • Office of the Revenue Commissioners

 

Business

In December 2013, responsibility for payroll processing in respect of members of An Garda Síochána and the Irish Prison Service transferred to the Payroll Shared Service Centre (PSSC) of the Department of Public Expenditure and Reform.

The FSS Centre continues to pay the salaries and pensions of approximately 22,500 employees and pensioners. In addition, in 2013 the FSS paid almost 488,000 invoices, staff expenses and criminal legal aid fees on behalf of its Client Organisations amounting to €2.5 billion approximately.  Other services include general ledger maintenance, financial accounting and reporting, financial systems support and development, pension administration and customer helpdesks.
 

Service Level Agreements

The FSS Centre has agreed and signed service level agreements (SLAs) with its Client Organisations that define the scope and standards for the financial services delivered by the FSS. Monthly performance reports are issued based on key performance indicators in the SLA’s and the FSS holds formal annual performance review meetings with its Client Organisations. These SLAs’ are reviewed from time to time to ensure that our Client Organisations continue to receive a high quality service. In addition, the performance management system is augmented by conducting regular surveys of service delivery satisfaction levels within Client Organisations.
