The role of the Garda Division relating to finance and resources
One of the key roles of the Garda Division of the Department is to assess and represent, with colleagues from our Financial Shared Services, the budgetary requirements of An Garda Síochána in the Annual and Multi-annual Estimates process. The Division also maintains an overview of Garda expenditure, especially in relation to ensuring consistency with policy objectives.
Under the Garda Síochána Acts, the role of Accounting Officer for the Garda Vote transferred to the Garda Commissioner in July, 2006. Accordingly, delegation of authority for expenditure, subject to certain limits, now resides with the Commissioner. Expenditure over delegated sanction limits is subject to prior approval from the Department of Public Expenditure and Reform, who require that such requests are routed through the Department of Justice. This is done through Garda Division.
In carrying out its role with regard to financial overview Garda Division works closely with various specialist Divisions within An Garda Síochána, including the Garda Finance Directorate, Garda IT Division, Garda Telecoms Division and the Garda Accommodation Officer.
It liaises with other Departments and organisations including the Office of Public Works (OPW) in relation to the Garda Building Programme, the Department of Public Expenditure and Reform with regard to major sanction requests and the Office of Government Procurement in relation to major procurement exercises such as additions to the Garda fleet of vehicles.
Garda HR issues
Garda Division assists in the development and implementation of a range of Garda HR issues, including recruitment, promotions, dismissals, retirements and re-appointments. To that end, we work with An Garda Síochána and central government (most notably the Department of Public Expenditure and Reform) to obtain the necessary sanctions in these areas.
The division is responsible for having the necessary legislation in place in respect of the maximum numbers permitted in the various ranks. We are also responsible for monitoring the implementation of plans for expansion of the force both generally and within the particular ranks as required by structural changes and reforms in An Garda Síochána and policing developments.
This is generally to ensure that An Garda Síochána evolves in a way that meets international best practice.
As of the end of February 2015 there were 12,763 full-time members of An Garda Síochána, over 1,000 Reserve members and over 2,000 civilian staff.
Following on from the 2014 recruitment competition, 300 new recruits entered training at the Garda College in Templemore the first intake of recruits since 2009.The first batch of these recruits will be assigned to Garda stations throughout the country in May 2015. 250 additional recruits will be selected to join the force in two batches of 125 each in July and October.
Garda division is responsible for the legislation governing and the policy for the development of the Garda Reserve. The Reserve was established in 2006 to foster greater community links. Details of recruitment to and the powers of the Garda Reserve are on www.garda.ie
