  On 8 July 2008 the British and Irish Governments exercised their powers under Article 4(c) and asked the Independent Monitoring Committee to produce an ad hoc report. They referred to what they IMC had said on the leadership of PIRA in their previous report in May 2008, asked for our further views on this issue, and sought a fuller assessment of the completion of the transformation of PIRA . This report is in response to that request.
