The Minister for Justice, Equality and Law Reform, Mr. Michael McDowell, T.D., has announced the appointment of a four person Advisory Group to advise the Garda Commissioner on the issues of management and leadership development in the Force. 

The Minister envisages the Advisory Group having a lifespan of 12 months.  Its primary objective will be to advise and support the Garda Commissioner and his senior team, in consultation with the Minister, in addressing the leadership and management challenges currently facing An Garda Síochána.  Full terms of reference are outlined below. 

Making the announcement, the Minister said "I believe this group will be a key support for the Garda Commissioner and his management team in implementing the comprehensive reform agenda now underway in An Garda Síochána.  The members will bring strong management and leadership experience and expertise to this task.  I am very grateful to the members for agreeing to serve in this advisory capacity and I wish them well in their work."

The Minister is grateful to Senator Maurice Hayes, who has agreed to once again lend his expertise on this subject and chair this Group.  Senator Hayes was a distinguished Northern Ireland public servant and a member of the Patten Commission.  The other members of the Group are:

Ms. Emer Daly, former Director of Strategic Planning and Risk Management with Axa Insurance;

Mr. Maurice Keane, former Group Chief Executive of the Bank of Ireland;

Dr Michael Mulreany, Assistant Director General of the Institute of Public Administration.
